City creates Sanitation Supervisor position

In last week’s City of Donalsonville Council’s meeting, held on September 6, City Manager Steven Hicks recommended approving the creation of a Sanitation Supervisor position to put more focus and responsibility in the City’s beautification and cleanup efforts, as well as garbage and trash collection operations. City Manager Hicks stated that a position and a job description had been created with a beginning salary of $18.69 per hour. City Manager Hicks also stated that the Sanitation Supervisor position will report directly to the Public Works Superintendent. The job opening was posted internally, interviews were conducted, and a candidate, Trent Clarke, has been selected to fill the position. Council Person Flossie  Smith made a motion to approve the creation of the position and the hiring of the candidate and Council Person Mitzy Moye seconded; the motion passed.

Approved: Council Person Mitchell Blanks discussed the use of American Rescue Plan Act funding for the Downtown Development Authority. After some discussion, Council Person Blanks made a motion to authorize the transfer of $50,000 in ARPA funds to the Downtown Development Authority to complete the current building project on Tennille Avenue. Mayor Pro Tem Ed Bond seconded; the motion carried. 

Approved: City Manager Hicks recommended to approve the Community Development Block Grant/Mitigation Infrastructure Grant Funds Resolution. City Manager Hicks stated that the Resolution provides authorization to apply for CDBG MIT Grant funds to implement a Flooding Street and Drainage Systems Improvement Project located in the southwest portion of the City of Donalsonville. Council Person Blanks made a motion to approve the Community Development Block Grant/Mitigation Infrastructure Grant Funds Resolution. Council Person Smith seconded; the motion carried.

Approved: City Manager Hicks recommended to adopt Resolution 09-06-22, providing for authorization for the City Attorney to proceed to work with the implementation of the redistricting plan as proposed by the Legislative & Congressional Reapportionment Office. See chart on Page 15. After some discussion, Council Person Moye made a motion to adopt Resolution 09-06-22, providing for authorization for the City Attorney to proceed to work with the implementation of the redistricting plan as proposed by the Legislative & Congressional Reapportionment Office. Mayor Pro Tem Bond seconded; the motion carried.

Approved: City Manager Hicks recommended to approve a request from Chief of Police Woodrow Blue to purchase tasers from Axon Enterprises, Inc. in the amount of $52,200.00 to be paid in annual installments of $10,440.00. Funds are budgeted to be paid from available ARPA funds. Council Person Blanks made a motion to approve the purchase of tasers from Axon Enterprises, Inc. . Council Person Travis Brooks seconded; the motion passed.

Approved: The Georgia Department of Economic Development Project Managers will be in town on November 30, 2022 and December 1, 2022 to visit as part of a tour. Chamber President Sarah Avery requested the City of Donalsonville cleanup areas where possible before this date. Council Person Blanks made a motion for the Public Works Superintendent to coordinate with the DDA and the Chamber of Commerce to clean areas where needed for the Economic Development meeting. Council Person Lindsay Register seconded; motion carried.

Approved: City Manager Hicks recommended to approve the following upgrades to the City Hall/Police Department/Fire Department Information Technology (IT) in the amount of $68,122.48: Upgrade wiring to include newer cable and properly labeled connections. Replace the wireless devices inside the buildings.  Upgrade network equipment. City Hicks stated that IT expenditures are an approved use of ARPA funding. 

After some discussion, Council Person Moye made a motion to approve the upgrades and to pay from ARPA funds. Council Person Register seconded; the motion carried.

Approved: Police Chief Blue reported that Governor Kemp recently announced a $1,000,000 grant to strengthen Public Safety and reinforce local law enforcement. Police Chief Blue requested the Council’s approval to apply for a portion of this grant in the amount of $350,000 to upgrade secondary weapons and radios/cameras. Police Chief Blue also stated that the grant is non-match. Council Person Blanks made a motion authorizing Police Chief Blue to apply for a portion of Governor Kemp’s Public Safety Grant in order to upgrade secondary weapons and radios/cameras for the Donalsonville Police Department. Council Person Smith seconded; the motion passed.
